In this layer, the focus is on executing the capital program and delivering the facilities approved by voters. Participants typically include construction managers, program management firms, architects, engineers, contractors, and district facilities departments responsible for designing projects, managing schedules, controlling budgets, and completing construction.
When these three layers function together, districts gain stronger transparency, clearer governance, and greater protection of public funds. Strengthening the governance layer helps ensure that program delivery and compliance activities operate within a clear, accountable framework.
