Executive Educational Series

District First Program Management offers a 5-part Executive Educational Series designed to equip district leadership to strengthen governance, enhance financial transparency, and ensure compliance with Proposition 39.


This series particularly benefits Superintendents, Chief Business Officials (CBOs), Assistant Superintendents, Principals, Facilities Directors, Bond Program Administrators, Construction Managers, CBOC members, and other key stakeholders responsible for oversight of capital bond programs. 


Each session is thoughtfully structured to address critical areas of bond program governance, providing practical insights that districts can apply immediately.

🔷Series 1 - Proposition 39 Governance Responsibilities

Our foundational session provides a clear overview of statutory governance requirements under Proposition 39, including the roles and responsibilities of district leadership and Citizens’ Bond Oversight Committees (CBOCs). Participants will gain a structured understanding of governance expectations, legal compliance obligations, and the importance of maintaining independent oversight to protect public funds. 

🔷Series 2 - Financial Transparency & Bond Expenditure Controls

Our second session focuses on strengthening financial transparency through disciplined bond expenditure controls. Participants will learn how to establish clear tracking structures, maintain alignment between approved projects and expenditures, and implement practices that support accurate reporting, accountability, and public trust.  

🔷Series 3 - Capital Program Monitoring & Risk Visibility

The third session introduces practical approaches to monitoring capital bond programs with clarity, consistency, and structure. Participants will explore how to improve program-level visibility, identify emerging risks early, and implement structured monitoring practices that support informed decision-making and reduce exposure to compliance and financial risk. 

🔷Series 4 - Audit Readiness & Documentation Integrity

Our fourth session prepares districts to meet annual audit requirements with confidence. Participants will gain insight into common audit findings, documentation expectations, and best practices for maintaining organized, accurate, and audit-ready records that withstand independent financial and performance reviews. 

🔷Series 5 - Achieving Bond Program Success

The concluding session brings together the core elements of governance, transparency, monitoring, and accountability into a cohesive framework for long-term program success. Participants will learn how to align structures, strengthen oversight practices, and create sustainable systems that support well-managed, compliant, and successful bond programs. 

Together, these sessions form a comprehensive governance framework designed to strengthen accountability and protect public funds throughout the life of a capital bond program.
