District First Program Management serves in an independent advisory role focused on oversight and governance of bond-funded capital programs for K–12 and community college districts. Unlike construction managers or program managers, we do not direct construction activities, manage contractors, or assume delivery risk. Our role is to provide objective analysis, structured reporting, and governance-focused guidance that enables districts to oversee bond programs with clarity, accountability, and well-defined execution responsibilities. 


District First Program Management's services complement existing PMO and CM teams. While PMOs and CMs manage project delivery and construction execution, District First Program Management provides independent, program-level governance oversight of K-12 and community college bond programs, with a focus on governance, transparency, and public accountability. We do not perform construction management or delivery functions, allowing us to support Boards and oversight committees without creating conflicts of interest. 


No. Our services complement and support K-12 and community college district staff and existing consultants, not replace them. We work alongside district leadership, finance teams, architects, inspectors, and contractors to enhance coordination, strengthen oversight, and provide additional governance capacity without duplicating roles. 


District First Program Management strengthens Proposition 39 compliance through independent governance-level oversight of transparency, documentation controls, and program reporting. Our work supports statutory requirements related to voter authorization, expenditure alignment, public reporting, and transparency and reporting of the Citizens’ Bond Oversight Committee — without performing audit or construction management functions. This structure helps districts maintain clear, defensible oversight throughout the life of a bond program.


We maintain independence by operating exclusively in an advisory capacity and by maintaining clear role boundaries. District First Program Management does not perform construction management, contractor means-and-methods, CM-at-Risk services, accounting, or audit functions. This separation allows us to provide objective guidance while avoiding conflicts of interest, preserving public trust, and maintaining clear governance integrity. 


District First Program Management engages under a professional services agreement typically structured as a multi-year arrangement aligned with the duration or phases of a bond program. We provide services through a monthly retainer, with defined deliverables and reporting requirements that support continuity and long-term governance. 


Governance Oversight Fees

We establish governance oversight fees based on the overall scope, complexity, and governance demands of the district’s bond or capital program. Key factors include total bond authorization, the number of concurrent active projects, the level and frequency of reporting to the Board and the Citizens’ Bond Oversight Committee, and the degree of financial, regulatory, and public scrutiny required. 


Executive Educational Series Fees

 We structure educational series fees based on the number of participants and the delivery format, including in-person or virtual sessions. We tailor each engagement to align with the district’s needs and scheduling preferences. 


District First Program Management is particularly valuable to K–12 and community college districts managing active bond-funded capital programs under heightened public, regulatory, and board-level scrutiny.


Our services benefit districts with new leadership teams seeking structure and clarity, as well as experienced leadership teams seeking to strengthen governance practices, enhance board reporting, and reinforce audit readiness.


We also support districts navigating program growth, organizational transitions, or increased public and regulatory expectations. 


We support Boards of Education and Citizens’ Bond Oversight Committees by preparing clear, accurate, and defensible reports that explain program status, financial performance, and key risks. Our goal is to help districts communicate complex information transparently and clearly, supporting accountability and community confidence.
